Size 0. I am 5'5 and 120 pounds with an athletic build and 34B cup for reference. However, I didn’t nearly fill in the top entirely so I think it would be fine for C cups as well. I had a beautiful, minimalist diamond BHLDN belt added to the top of the A-line seam, cups sewed in, and the dress is hemmed and can be bustled.
